Background information on the railway sector assignment in Montenegro


The Government of Montenegro decided to individually privatise below listed railway operations and has for this purpose appointed indecon consulting privatisation advisor to the Privatisation Council. The railway operations for which strategic and financial investors are sought are the following:

  1. MONTECARGO, the railway freight operator of Montenegro;
  2. The infrastructure maintenance activities of the Railway Infrastructure Company (Željeznička infrastruktura Crne Gore); and
  3. The operation and commercial development of the railway stations owned by the Railway Infrastructure Company (Željeznička infrastruktura Crne Gore).

MONTECARGO

The Government of Montenegro decided to sell the entire State owned stake of 87,6358% in the share capital of AD MONTECARGO. The rest of the shares, i.e. 12,3642%, are owned by diverse private shareholders.
A respective announcement, published by the Privatisation Council, invited foreign and local strategic and financial investors to submit their bids for the acquisition of above mentioned 87,6358% of the share capital in AD MONTECARGO until 31 March 2010, 15:00 CET.

Infrastructure Maintenance

Privatisation of the railway infrastructure maintenance activities is meant to introduce competition and thus foster innovation in relation to work procedures and technology in a sector that for a long time has been operating as a monopoly. Privatisation will require establishing two entities within the railway infrastructure company. One entity will be responsible for the overall management, operation, renewal and maintenance of the network specifying and ordering the maintenance works and a second entity supplying the actual maintenance work as an internal contractor. indecon’s tasks comprise the development of a model and implementation strategy to establish, spin-off and privatise this internal contractor.

Further to providing support and advice to the Tender Commission throughout the privatisation process, indecon is responsible for the official communication with interested bidders and for providing support to potential investors. The assignment is in line with indecon’s wide experience and knowledge in transport related privatisation and policy advice.
To facilitate the performance of these tasks, indecon maintains a resident consultant in Podgorica. Key advice, support and coordination are provided by indecon’s team out of its headquarters in Berlin.
