Delegation trip of representatives of the Vietnamese Ministry of Finance, the National Assembly and state-owned enterprises to Berlin on the topic of corporate governance

Between 19 and 25 November 2022, a delegation from the Corporate Finance Department (CFD) of the Ministry of Finance of Vietnam (MoF) visited Berlin. The CFD is responsible for managing and reforming corporate governance in state-owned enterprises, among other things.
The delegation included MoF staff and management, as well as representatives from the National Assembly and state-owned enterprises, such as Electricity Vietnam (EVN) and the Debt and Asset Trading Corporation (DATC).

The visit was arranged as part of a cooperation agreement between the Federal Ministry of Finance (BMF) and the CFD. Indecon has been providing advisory services since 2013.

During the visit, Indecon consultants led discussions and delivered relevant workshops.

VAT Reform and Cross-Border Service Administration: Study Tour for Pakistani Officials in Berlin

In light of the ongoing efforts of the Pakistani government to reform and harmonise value-added tax (VAT), a study tour focusing on VAT administration across jurisdictions took place in Berlin from 16 to 23 July 2022.

The tour examined legislation and procedures relating to cross-border service provision, including international transactions with EU and non-EU jurisdictions.

Indecon consulting was tasked with preparing and supporting the conduct of the study visit, coordinating and supporting the individual presentations, and moderating the workshops and discussions.
Presentations and workshops were delivered by the German Federal Ministry of Finance (which is responsible for drafting the relevant policies and legislation); the Ministry of Finance and tax authorities at state level (who shared information and experience on state-level implementation), the Association of German Chambers of Commerce and Industry (who presented the business community’s perspective), tax advisors (who presented the practitioners’ views), and the IBFD (who presented an international perspective).

EBRD–Indecon SME Policy Analysis and Reform Recommendations for Uzbekistan

In October 2018, the European Bank for Reconstruction and Development (EBRD) awarded Indecon a contract concerning small and medium-sized enterprises (SMEs).
The assignment aimed to:
(i) identify SME-related policies and reform initiatives in Uzbekistan;
(ii) survey the country’s SMEs to identify current barriers to their growth and competitiveness;
(ii) formulate recommendations to mitigate these barriers; and
(iv) disseminate the findings.

The analysis identified several competitive sectors with high growth potential and significant job creation opportunities, which were therefore suitable for inclusion in the survey.

The survey results and recommendations were then presented to and discussed with representatives from the relevant ministries, the SME authorities and the EBRD.

Workshop on “Experiencing meaning at work” at indecon

On 5.12. media:net Berlin-Brandenburg and Franziska Berge, berge consulting, were guests at indecon with the event series HRNETWORK.

Franziska Berge discussed current research results with over 20 experts from companies, science and start-up financing on the question of when people experience meaning at work and how this can be systematically promoted in companies. Studies show that experiencing meaning is crucial in order to bind employees to a company and to motivate them permanently.

Franziska Berge is part of the indecon Advisory Network: Economic Development and works with companies, cities and regions on topics such as successful development, motivation, visibility and good internal and external communication.

Uzbekistan NAPM Study Tour to Berlin: Project Management and Investment Climate Insights

Between 8 and 16 September 2018, a delegation from Uzbekistan’s National Agency for Project Management (NAPM) visited Berlin on a study tour. The delegation comprised specialists in public investment management, public procurement, IT infrastructure and the investment climate.
The tour aimed to examine Germany’s policies, experience and procedures relating to project management, economic feasibility assessment, infrastructure project prioritisation, public–private partnership (PPP) projects, investment control and improving the investment climate.
The visit was arranged as part of the cooperation agreement between the Federal Ministry of Finance (BMF) and NAPM, for which Indecon provides advisory services.
During the visit, Indecon consultants led discussions and delivered relevant workshops.

Study Tour of Vietnamese Government Officials from the Ministry of Finance to Berlin

In the context of the ongoing cooperation between the German Federal Ministry of Finance (BMF) and the Vietnamese Ministry of Finance/Corporate finance Department (MoF/CFD) on reforming the corporate governance framework and portfolio management of SOEs – the project being implemented by indecon consulting – a delegation from the MoF/CFD visited Berlin from 19th to the 26th of August 2018. The delegation comprised representatives of the MoF/CFD and included state financial controllers deployed to large SOEs (coal mining [vinacomin], electricity [EVN], Oil and Gas, and Telecommunication group).

The objective of the study tour was to learn about the German experience and applied procedures in introducing and ensuring private competition in sectors traditionally operated by state monopolies, structure, operation and independence of the multisector regulator (Bundesnetzagentur), instruments to control financial and non-financial performance of monitored SOEs, SOEs’ financial reporting, and experience and applied methods to restructure the coal mining sector.

Presentations followed by discussions were held among other by the German Federal Ministry of Finance, the federal regulatory authority (Bundesnetzagentur), Ministry of Finance of the State of Berlin, Deutsche Telekom, Deutsche Bahn, Berliner Wasserbetriebe (water/waste water utility), and of course indecon.
