Mathias Nehm

Founder and Managing Director

An economist by training, he has over 30 years of experience advising the public sector...

An economist by training, he has over 30 years of experience advising the public sector — particularly in transition economies — on reforms and governance, as well as advising private sector investors on identifying and navigating opportunities.
 
His expertise spans the principles of good governance — predominantly transparency and accountability – institutional and capacity building, harmonising public management of state-owned portfolios, introducing corporate governance frameworks for state-owned enterprises (SOEs), and managing privatisation transactions.
 
He also has extensive experience in private sector development, supporting companies and investors in navigating opportunities across Germany and Europe, and fostering the growth of small and medium-sized enterprises (SMEs).
 
He has served as Team Leader and Project Director on numerous assignments across Central Europe, the former CIS (primarily Central Asia), Southeast Asia, Africa, and South America.
 
For more than 20 years, he has led donor- and IFI-funded projects focused on legal and institutional reform, with a particular emphasis on the transport and energy sectors.

Achim is a German-qualified lawyer with a PhD on the Russian capital market and over 27 years of experience in research, advisory work, and academic teaching in commercial law, particularly in the areas of corporate law, corporate governance, and capital markets.
 
His work focuses on Germany and transition economies, particularly in the former CIS states.
 
As a full professor, he teaches commercial and corporate law at Wismar University, Germany.
 
Achim has a strong track record of advising public authorities across Eastern Europe and Central Asia on a wide range of legal reform initiatives, including the training of judges in administrative and civil law. He is also actively involved in modernising legal education curricula in the region.
 
Since joining indecon in 2011, Achim has contributed to numerous donor-funded consultancy projects, supporting clients in drafting legal reforms and guiding them through consultation and adoption processes.

Prior to joining indecon he served as Group General Counsel and subsequently Senior Advisor at Deutsche Börse AG (Deutsche Börse Group), one of the world’s leading financial markets infrastructure providers, which includes the Frankfurt Stock Exchange, Eurex, Clearstream, ISS, Axioma, and SimCorp.

Previously, Michael was a Corporate/M&A partner at Linklaters LLP for more than two decades, including six years as German Senior Partner responsible for the German offices.

 

Michael’s expertise is based on his experience in developing, leading and communicating cross-border structures, transactions and processes. His advice is characterised by strategic understanding, strength in execution and distinct communication skills.

Florian brings over 30 years of experience in EU public affairs, stakeholder engagement, and sustainability strategy — including 15 years as Head of EU Affairs and 10 years as Corporate Sustainability Officer at one of Europe’s leading media groups.

 

Florian is skilled at building trusted relationships with key stakeholders and forging cross-sector alliances in diverse environments. He has experience working with industry associations across EU member states and cultivating ties with NGOs. His public affairs work extends across Central, Eastern, and Southern Europe, as well as Latin America.

 

He began his career as an editorial intern and reporter, later joining the team assisting the then CEO of the media group.

 

Florian holds a master’s degree in economics from Colorado State University, Fort Collins, USA, with a thesis on The Economics of Land Reform – A Case Study of Chile. He studied agronomy at Universidad Católica in Santiago de Chile and at the University of Applied Sciences in Soest, Germany, completing a thesis on protectionist barriers to the import of Chilean apples into the European Union. From 2019 to 2022, he served as Latvia’s Minister of Transport, where he promoted joint integrated mobility solutions between the national and municipal levels, led the deregulation and liberalization of the transport sector in line with EU legislation, and oversaw implementation of the Rail Baltica project. He is currently contributing to the implementation of Latvia’s national strategy for a sustainable circular economy.

 

Earlier in his career, Talis held senior positions in the Latvian aviation sector, including roles at airBaltic and Riga International Airport. He has also advised the Prime Minister of Latvia, served on the supervisory boards of several key enterprises, and headed a department at the Latvian Privatisation Agency.

 

Since joining indecon in 2001, Talis has been actively involved in numerous donor-funded consultancy projects on public administration reform.
