In the context of the ongoing cooperation between the German Federal Ministry of Finance (BMF) and the Ministry of Finance of Vietnam (MoF), which is responsible for the reform of corporate governance in state-owned enterprises, a delegation trip to Berlin took place from 19 to 25 November 2022. The delegation consisted of staff and management of the MoF, the National Assembly and state-owned enterprises [Electricity Vietnam (EVN)] and [Debt and Asset Trading Corporation (DACT)]. The corresponding advisory services are provided by indecon consulting on behalf of GIZ.
The delegation trip took place in view of the current reform efforts with regard to corporate governance rules for state-owned enterprises and the amendment of a law on the handling of state-owned enterprises. Against this backdrop, the delegation wanted to learn about the German Public Corporate Governance Code (PCGK) and its practical application, as well as to discuss the transferability of individual rules to Vietnam’s regulatory framework.
During the visit, presentations on these topics were given by representatives of the Federal Ministry of Finance, Deutsche Bahn, Lausitzer und Mitteldeutsche Bergbau-Verwaltungsgesellschaft mbH (LMBV) and of course indecon consulting. The objectives of the upcoming amendment of the law were also compared with the corresponding OECD recommendations and international best-practice experiences.
